Responsible to the Personnel Security Controller for delivering effective National Security Vetting (NSV) administration within the Company and network where appropriate, and the day to day administration and delivery of NSV procedures and processes. This may include dealing with sponsorship of NSV clearances, ensuring the BPSS has been satisfactorily completed before NSV is sought, and any NSV related duties that the Personnel Security Controller sees fit to delegate. Where the Personnel Security Controller has delegated the processing of some (or all) aftercare activities, they should be managed and undertaken promptly and effectively, liaising with Coworker Services and Welfare organisations within the company as necessary.
- The administration of an organisation’s processes and procedures relating to National Security Vetting (NSV).
- Administer the Company's NSV related processes in compliance with relevant legislation, and that they operate according to the principles embedded in relevant Government standards.
- Where appropriate and required, administer the security controls for the appropriate maintenance of personnel security for National Security Vetted (NSV) staff either in the employ of the Company, or sub-contracted to that Company.
- Administer policies, practices and decisions which recognise the current and evolving needs of all the stakeholders.
- Where appropriate, and where the responsibility has been delegated, ensure that incidents, changes of circumstances or any other situation or event that may affect an individual’s ability to hold an NSV clearance are reported via the appropriate means to UKSV in their role as UK Vetting Authority for Government.
- Where appropriate and where the responsibility has been delegated, liaising within the Company, and between the Company and Security Officials of the relevant Contracting Authority, on vetting related security issues.
- Being readily available for consultation and providing vetting related security advice to the Company’s management and employees.
- Specific duties may include:
- Administering and maintaining the vetting register, ensuring it is kept accurate and up to date.
- Administering the Baseline Personnel Security Standard (BPSS) process ensuring it is compliant with HMG standards.
- Initiating and managing clearance sponsorship on the UK NSV system.
- If appropriate, ensuring that residency waivers are constructed for sign off by the Personnel Security Controller.
- Where appropriate and where authority has been delegated, ensure that NSV clearances that are due for renewal are still required and renewal action takes place in good time.
- Where appropriate and where authority has been delegated, ensure that transfer action takes place on NSV clearances, where sponsorship responsibility has passed to another organisation.
- Where appropriate and where authority has been delegated, ensure that termination action takes place on NSV clearances.
- Where appropriate and where authority has been delegated, ensure that the relevant checks on individuals, such as change of personal circumstances and annual Security Appraisal Forms (SAFs) are completed.]
- Providing clearance details to Contracting Authorities, Project Teams or other industry partners when required.
- Providing clearance details and statistics to the Personnel Security Controller when required.
